98-421 - Obstruction over the High Line

Within the #Special West Chelsea District#, the #High Line# shall remain open and unobstructed from the #High Line bed# to the sky,
except for improvements constructed on the #High Line# in connection with the use of the #High Line# as a public open space, and except
where the #High Line# passes through and is covered by a #building# existing on November 13, 2012.
