Within the #Special Midtown District#, the provisions of Article VII, Chapter 9 (Special Regulations Applying to Large-scale Community
Facility Developments), permitting the City Planning Commission to authorize the location of #buildings# without regard for height and
setback regulations shall be inapplicable.
