The following special permit by the City Planning Commission shall not be applicable:

      Section 74-142     (Electric utility substations). In lieu thereof, such #use# shall be allowed within the #Special Willets Point District# upon authorization of the City Planning Commission, pursuant to
                         Section 124-16.
